Rem Koolhaas’ office OMA presents 13 public buildings designed by city and state officials - architects working a side-job, bureaucrats with ideas – at a rather fitting location: The former church St. Agnes, a rather imposing concrete structure, was itself build in the mid-sixties according to plans by then city architectural director Werner Düttmann.
